Hinman participated in the initial competition support guidelines project during 2008-2010 and in the design review portion of the project in 2012-2013.The project proceeded as a Design-Bid-Build delivery system with construction documents prepared by the Architecture/Engineering Kieran Timberlake (KT) design team with Preconstruction and Construction services provided by the successful bidder of this solicitation. In the delivery of these services, a General Contractor Team was formed that provided constructability of which Hinman served as a Technical Consultant.
Hinman’s consulting services included verification of compliance with the applicable design criteria standards for physical security protective design.
The New London Embassy compound is a 5 acre site with a 53,000 GSM, 12-story plus basement, New Office Building (NOB), Central Utility Plant and three site entry structures, Main, Consular and Service Pavilions, serving as access control points for visitors, employees and support services. Meeting Design Excellence goals as defined by the Department of State, are of utmost importance while also meeting an estimated construction cost of about $510 million.
Hinman’s consulting services included verification of compliance with the applicable design criteria standards for physical security protective design. We contributed to the Value Engineering Adjustment (VEAR) document to be prepared by the GC on an as needed basis. Hinman reviewed construction bid documents, drawings and specifications, for completeness and to verify the design intent of performance specified structural and façade elements were clearly depicted and performance specification language properly articulates protective design technical requirements for design and implementation by sub-contractors. We presented our findings in a letter report with suggested changes to bid documents prior to their issuance.
