Hinman prepared a Region/Field Engineering Command (FEC) DD1391 project document for the MARFORPAC headquarters and operations center replacement at Camp Smith, HI.

Given its strategic role in Command, Control, Communications, Computers, and Intelligence, known as “C4I”, the facility required hardening from possible weapons attacks by enemies.

Hinman teamed to design a facility that could remain operational in the event of a direct hit of the weapons considered.

Both above and below-grade options were presented to government decision makers with supporting cost estimates.

When the below-grade option was selected Hinman worked with every discipline of the design team to implement weapon protection. Protective elements included a burster layer for “bunker-buster” protection, special protective soil layers, exterior protective concrete walls and slabs, air intakes and entrances, and critical equipment shock isolation.
