Peckham Federal Building and Courthouse

The Robert F. Peckham Federal Office Building (FOB) and U.S. Courthouse (USC) facility located in San Jose, California are of steel frame construction.

As part of the US General Services Administration (GSA) program to protect the people visiting and working in space under its charge, GSA initiated a Glass Fragment Retention for Windows Program to assess and retrofit, as required, the windows in its facilities to meet the requirements of the GSA and Interagency Security Committee (ISC) Security Criteria.

Hinman developed conceptual retrofit options to address the shortcomings of the existing building façade and exterior structural elements.

GSA engaged Hinman to assess the protection performance of the exterior window systems and to evaluate hazard/risk reduction measures, if required, to reduce potential hazards due to flying glass fragments in a manner consistent with the GSA performance criteria.

Hinman performed a blast vulnerability assessment of both buildings. As part of the assessment, existing exterior window systems, precast concrete façade panels, and exterior structural components were evaluated for their capacity to resist air-blast loading.

Hinman developed conceptual retrofit options to address the shortcomings of the existing building façade and exterior structural elements.
