Hinman served as the Blast Engineer, working with the design-build team led by B.L. Harbert International and Page Southerland Page Architects, integrating Department of State blast requirements into the design of this new $80 million, 145,000 square foot complex comprised of ten buildings.

Hinman performed dynamic analysis of the structural system where subject to air-blast loading and worked closely with the project structural engineer to integrate results in an effort to provide a practical and constructible design. Efforts also included performing seismic peer review of each of the ten building designs to ensure compliance with 2003 International Building Code requirements.

This project was required to meet a “high” level of protection with enhancements for added robustness beyond that of typical domestic federal projects. The client’s objectives were accomplished by integration of their high-performing security requirements into a design that is coordinated and delivered with a compressed schedule utilizing local resources such as labor and materials that are limited in sophistication.
