USACE Picatinny Arsenal PHS&T Facility

The new Navy Packaging, Handling, Storage and Transportation (PHS&T) facility at Picatinny Arsenal includes both administrative functions and energetic laboratories containing Hazard Division 1.1 explosives. Surrounding this new facility are energetic laboratories and above ground magazines meeting Division 1.3 and 1.4 explosive safety standards.

The criteria established was to meet an ATFP Low Level of Protection, Both punched and curtain wall conditions were assessed.

Hinman worked with the U.S. Army Corps of Engineers New York District to provide mitigation input to the design team by evaluating the performance of a window system at the first floor level of the PHS&T facility.

The objective of the assessment was to verify that the window hazard at the PHS&T facility is sufficiently mitigated due to the effects of accidental explosion at nearby structures.

Using the actual standoffs, blast pressures and impulses were evaluated at the PHS&T including the effect of venting through openings within the surrounding structures.

The criteria established was to meet an ATFP Low Level of Protection, Both punched and curtain wall conditions were assessed.

The results of the analysis showed that the PHS&T window response met a GSA Level 1 performance consistent with no breakage and thus exceeding the explosive safety standards of Hazard Division 1.1 set for the PHS&T facility.
